Many of the employed and skilled council house tenants became owner-occupiers, and the economy remains very dynamic. Just as many first-time visiting motorists lose their way when they hit Hemel's famous 'magic roundabout', with its simultaneous clockwise and counter-clockwise gyrations with intervening mini-roundabouts, so Labour have lost their way. There may be roundabouts, but no swings large enough to challenge the Tory grip on Hemel Hempstead, short of a total meltdown of the Conservative vote.
