Geographically the largest seat in England, Penrith and the Borders, this highly rural and agricultural seat must be considered safe Conservative country. The Liberal/SDP Alliance came close in a by-election in the early 1980s, but even the opportunistic environment of an unpopular by-election in a Tory seat during Conservative incumbency at Westminster did not create the necessary conditions for an opposition victory. The Tories will continue to rule this roost.
