At by-election time, the concept of 'safe seats' is often challenged. Ribble Valley would certainly have been viewed as one of the Tories' safest seats, and yet it fell to the Liberal Democrats in a 1991 by-election. However, in line with most such losses, the seat reverted to the Conservatives at the subsequent general election. Comfortable small towns, stunning countryside, and the affluent suburban fringes of the textile towns to the south east, this is one constituency that will remain Conservative in 1997.
