The seaside resort of Penarth is grouped with the south side of Cardiff in this mixed constituency. However, the docklands and peripheral council estates contribute sufficient Labour voters to more than offset the Tory-inclined coastal community. This must be considered safe for Labour in anything other than a disastrous year for the party.
