A new seat, based on the old constituency of Hertfordshire North, which returned a Tory MP with a majority of 16,500 over the Lib Dems in 1992. The new division will probably be even safer for the Tories. Labour has some showing in the towns, which include Letchworth, the first 'garden city', and they can give the Lib Dems a good run for second place, but there is no denying that Conservative Oliver Heald will come out on top here.
