Despite Norwich's air of being a comfortable and prosperous cathedral city and university town, this is not a Conservative heartland. Their are strong and moderate Labour traditions in Norwich, which tends to be focused in the southern half of the city where there is most local authority housing. Labour can never be safe here, but Labour MP John Garrett will be optimistic of holding his seat in 1997.
